The USAID/OAA/PDT Worldwide Training Services (WTS) Blanket Purchase Agreement (BPA) is a five-year, single-award BPA and is the follow on to our previous Training and Facilitation (T&F) Services and Worldwide Training contracts. EnCompass has been designing and delivering courses for USAID under T&F Services and predecessor contracts for over fifteen years.

As USAID continues its work to elevate the rights, protections, and agency of the most marginalized in societies worldwide, staff require enhanced knowledge to execute these bold commitments. To ensure USAID is supporting a diverse, inclusive, resilient, and dynamic workforce, the WTS BPA will provide staff with opportunities to gain new—and deepen existing—skills through learning approaches that enhance uptake and adapt to staff’s busy work lives.

Ultimately, the goal of this BPA is to provide modern, safe, learner-centered solutions that help the Agency transform its learning. This is achieved through a variety of services including virtual, in-person and hybrid instructor-led courses, seminars/workshops, convenings of various size and scope, e-learning courses, and coaching. The Agency is operating in an environment where innovative approaches, employee well-being, and secure operations are critical to the success of learning.

The BPA supports the design, development, delivery and evaluation of the Agency’s core and non-core training for its broadly defined Acquisition and Assistance (A&A) workforce worldwide, and supports the development of the competencies and skills required by USAID staff to produce high-quality work as they administer USAID’s foreign assistance programs. Any bureau, office, or mission can request our services through call orders under this BPA.
