Vice President, Technical Assistance & Evaluation


Carrie Conway, Vice President for Technical Assistance and Evaluation at EnCompass, is a solutions-oriented global program manager and leader with 21 years of international development experience, focusing on project leadership and global business operations, business development, program design, implementation, and management of USAID programs overseas.

Before joining Encompass, Ms. Conway established and grew Resonance’s Secure Communities Technical Practice from scratch, transforming it into a burgeoning and successful practice area. As Managing Director of Resonance’s Project Delivery Unit, she oversaw a large portfolio of USG-funded programs, including management of the firm’s monitoring, evaluation, and learning activities.

Ms. Conway has a technical background in conflict mitigation, countering violent extremism (CVE), governance, and youth. Throughout her career, she has spent nearly 7 years in long-term overseas postings including as Chief of Party (COP) in Sudan, Deputy COP in Afghanistan, Senior Program Manager in Timor-Leste and Program Officer in Cambodia.
Ms. Conway holds an MA in International Development from Clark University and a BS in Agricultural Economics from the University of Vermont.
