Director of Learning and Leadership Development


Scott Yetter, EnCompass’ Director of Learning and Leadership Development, brings extensive experience as a practitioner and promoter of participatory methods in the implementation of development projects at the community level and the management of development companies and organizations. For over 25 years as an Oversight Manager of multiple teams in Washington, D.C. headquarters and field offices, he has overseen the design, implementation, and evaluation of initiatives up to $70 million, ranging from community mobilization and infrastructure projects to capacity strengthening initiatives to deliver strategic planning processes, training, organizational strengthening methodologies, and Collaborating, Learning, Adapting (CLA) practices. He served as the Manager and Technical Lead in the design, management, and facilitation of a multi-year cohort-based private sector engagement (PSE) learning community (PIVOT) consisting of 90+ staff from eight U.S. Agency for International Development (USAID) Missions in Africa and USAID/Washington. He holds an MA in International Development with a focus area of Development Management and Participatory Methodologies and a BA in Biology and German from Concordia College. Over the past 12 years, he has taught Participatory Learning and Action (PLA) courses as an Adjunct Professor at George Washington University and American University.
