Andrea Hernandez Tobar is EnCompass’ Director of Operations. She spent 4 years working in Ethiopia, first as Deputy Chief of Party for USAID’s Monitoring, Evaluation, and Learning Program, and most recently as Country Director of an international NGO. She was responsible and accountable for the finances, assets, and legal standing of the organization, including oversight of more than 80 in-country staff and more than 10 donor-funded projects. She was also responsible for every aspect of programmatic activities. Previously, Andrea worked in multiple international development roles in tHaiti, and Uganda, and the United States, including operations, communications, and senior management teams. Her development principles can be summarized by the phrase “people first.” As an experienced manager, she knows the value of prioritizing the personal aspect of our work. She views managers as facilitators of creativity and problem solving, staff as drivers of development, and customers as people who can write their own future. Ms. Tobar received her MA in International Affairs and Development from The George Washington University and her BA in Economics from George Mason University. Originally from El Salvador, Ms. Tobar is fluent in Spanish, English, and French.
