This toolkit was developed to support the implementation of the USAID Gender Equality and Female Empowerment Policy. It provides guidance and resources for USAID/Lebanon staff and implementing mechanisms (IMs) about how to integrate gender throughout USAID’s program cycle, including monitoring and evaluating. The Toolkit provides the following components: an overview of USAID’s policy guidance on gender integration; guidance on gender analyses and integrating gender into solicitations, monitoring, evaluating, and learning; and tools for gender integration.
The USAID Country Development Cooperation Strategy (CDCS) 2014–2018 for Lebanon proposes an overarching goal of “improved accountability and credibility of public institutions, and broader economic prosperity.” This goal supports the broader U.S. objective of achieving stability in Lebanon, and it aligns with various Government of Lebanon strategy pronouncements.
EnCompass is engaged under the Performance Management and Support Program for Lebanon II (PMSPL II) to integrate gender into design, planning, implementation, and evaluation of USAID/Lebanon activities. EnCompass provides gender reviews of evaluation plans and tools for mission programs and implementing partner projects. To complement USAID Lebanon’s strategic direction and inform program development, EnCompass also conducts gender analyses in sectors where USAID/Lebanon works.
Successful outreach to key populations recognizes the sociocultural context and particularly the gendered norms in which key populations live. This case study documents how outreach workers in Lebanon raise awareness about how gender norms can increase HIV risk; deliver basic information on HIV, hepatitis, and other STIs; offer counseling to support positive behavior change, and distribute free condoms, syringes, and lubricants.
