As we work toward ending the global HIV epidemic by the year 2030, optimizing the health workforce has never been more important. PEPFAR 3.0 directs investment to target regions and services to achieve epidemic control. Yet, as countries strive to achieve more with less, what activities and approaches will best support and enable increased utilization of the existing health workforce to deliver and sustain quality HIV/AIDS services?
In 2001, UNAIDS was mandated by the United Nations General Assembly to support countries in monitoring progress in the Global AIDS Response and to report back on progress to the General Assembly. Progress has been measured against a set of 2010 and 2015 targets, based on a global monitoring framework which draws on a global indicator set.
EnCompass serves in Gender and Quality Improvement advisor roles for the AIDSFree project, which aims to improve the effectiveness of high-impact, evidence-based HIV interventions, and accelerate the speed with which these interventions are brought to scale at the country-level. EnCompass provides capacity development and technical support to USAID missions, host-country governments, and HIV/AIDS implementers as a subcontractor to John Snow, Inc.
As an extension of a multi-year global learning program to augment the World Bank’s HIV in the Workplace efforts, EnCompass developed a six-module e-learning solution that served as a resource for HIV advocates trained in face-to-face workshops by EnCompass, and as orientation and training for those HIV advocates new to this role. The highly participatory and dynamic course covers topics including the role of the HIV/AIDS Task Team Leader, care and support for people living with HIV, stigma, and discrimination.
EnCompass, as a subcontractor to John Snow International, was responsible for policy, quality improvement, and development of e-learning packages in support of the AIDSTAR Program, a USAID mechanism to implement the US Emergency Plan for AIDS Relief (PEPFAR).
Through USAID/ASSIST, EnCompass helps build the capacity of host-country service delivery organizations in USAID-assisted countries to improve the effectiveness, efficiency, client-centeredness, safety, accessibility, and equity of the health and family services they provide. USAID/ASSIST seeks to ensure the sustainability of these improvements by developing competencies and engaging with host-country governments at the policy level.
EnCompass designed and implemented the evaluation of the quality improvement methodology, the improvement collaboratives model. This innovative rapid improvement approach to healthcare planning and delivery is focused on monitoring, knowledge sharing, and the refinement of standards to address local operational obstacles. The evaluation team documented the collaboratives model in 14 countries as applied to maternal health, HIV/AIDS, and hospital-based pediatrics.
EnCompass evaluated the Country Response Information System version 3.0 (CRIS3), which is an electronic tool that enables national AIDS authorities to track their response to HIV/AIDS. The evaluation answered whether CRIS3 was an effective data management tool, what optimal support from the United Nations would be needed for countries and organizations using CRIS3, and what the role of the UN should be in supporting data management tools as part of national HIV/AIDS monitoring and evaluation systems.
EnCompass designed and implemented 17 field-based studies to understand and document costs, and to assess and improve the cost-effectiveness of specific quality improvement approaches and methodologies applied by improvement collaboratives in Africa, Latin America, and Asia. Studies focus on HIV/AIDS and maternal, child, and neonatal health initiatives.
