Assessing and strengthening countries’ capacity to implement policies and manage public resources towards their development goals has become a key priority for donors working to transition management of development programs, such as HIV antiretroviral therapy programs, to country ownership. The purpose of this technical brief is to highlight the common elements of successfully transitioned programs, their approaches, and lessons learned to help PEPFAR program managers transition their programs to greater host country management.
