This internal midline impact evaluation was conducted as part of USAID’s Time to Learn (TTL) project.

The purpose of this impact evaluation is to assess the degree to which TTL is on track to achieve its intended impact and outcomes, and identify corrections needed to achieve targets in the project’s remaining 2 years. The key audience is the TTL project team, which includes USAID/Zambia and the Ministry of Education, Science, Vocational Training, and Early Education (MESVTEE) as key stakeholders.

Key evaluation questions include:

  • To what extent have TTL interventions improved early grade literacy achievement among boys and girls in community schools across six provinces compared to baseline?
  • How has MESVTEE community school engagement changed since baseline?
  • To what extent are male and female teachers implementing TTL-supported literacy teaching methods?
