EnCompass is the Evaluation and Learning Partner for the MacArthur Foundation’s Big Bet On Nigeria strategy. The 112-grant portfolio supports accountability, transparency, and participation to reduce corruption in Nigeria, working across a variety of sectors and cross-cutting areas.
EnCompass developed an evaluation and learning framework to help the MacArthur Foundation systematically measure and make informed decisions about the design and overall management of the On Nigeria strategy. This is the strategy’s initial evaluation report. It synthesizes data on baselines, early progress, and the changing landscape.
The MacArthur Foundation posed three overarching questions for this evaluation:
- How is the On Nigeria strategy contributing to changing transparency and accountability of government and private-sector actors?
- How is the On Nigeria strategy contributing to changing social norms and citizens’ behaviors related to corruption?
- What kinds of adaptation or changes are needed to achieve better results?
