EnCompass developed this set of tools to support country ownership of HIV care and treatment as a part of our work with AIDSTAR-One, a predecessor to AIDSFree. Decisions about what to transition to whom, and how, require a deep understanding of the country context. The focus of this tool is on the assessment of capacity at the country level to take on greater responsibility and accountability for planning, organizing, and managing HIV care and treatment programs and services.
