Through USAID’s Technical, Operational, and Program Support (TOPS) institutional support contract, EnCompass LLC and our partner, Environmental Incentives (EI), will provide a range of services to USAID’s Bureau for Development, Democracy, and Innovation as well as other operating units. In addition to identifying and recruiting long- and short-term technical assistance providers, we will be delivering the training and support needed to empower the workforce and deliver solutions successfully.

Through this work, our team will:

  • Facilitate more evidence-driven technical decisions across missions and operating units at USAID
  • Strengthen a positive, high-performing workforce with staff at all career levels contributing to a culture of excellence
  • Develop and sustain a diverse, networked talent pipeline and continually grow new talent through internships, alumni networks, training, and other relevant professional development efforts

Our team brings a variety of strengths to this effort, including our client-centered, whole-systems orientation, our strengths-based performance and development processes, our equitable and fit-for-purpose recruiting processes, and our established networks and expertise related to fostering collaboration and learning.

TOPS is a task order under the OASIS SB Pool 1 mechanism, an important U.S. Government procurement mechanism through which USAID and other U.S. Government agencies can access best-in-class services from EnCompass LLC and other organizations.

Beeta Shadman Tahmassebi, Vice President of Strategic Initiatives, oversees a portfolio of EnCompass projects, including projects related to: Institutional Support Contracting; Innovation and Design; and Organizational Support. In addition, she serves as the Executive Director for the EnCompass Learning Center (ELC), a globally renowned training academy that provides best in class courses on evaluation and leadership development. Ms. Tahmassebi is a seasoned leader with more than 25 years of experience in evaluation, capacity strengthening, communications, and operations management. In addition to her work at EnCompass, she has served on the Boards of Washington Evaluators and the American Evaluation Association. Ms. Tahmassebi holds an MBA from Georgetown University’s McDonough School of Business.
