USAID’s Bureau for Policy, Planning, and Learning (PPL) works to link policy, planning, learning, evaluation, research, donor coordination, and innovation through science and technology. In collaboration with PPL, EnCompass designed and conducted an evaluative process that explored how well USAID’s Program Cycle was understood, implemented, supported, and integrated into the organizational culture among missions and at USAID Washington. The evaluation focused on the Country Development Cooperation Strategy and Project Design guidance and the integration of the Agency’s Gender Policy and Climate Change and Development Strategy across missions and bureaus.

The EnCompass team’s research strategy included five country case studies and visits to USAID missions in Ethiopia, Georgia, Nepal, Peru, and Senegal. We also conducted two online surveys targeting USAID staff in Washington and in the field, interviews and focus groups with staff in Washington, and a review of key Program Cycle products.
