Through this multi-year contract, EnCompass is providing performance management technical support to the Office of Cuban Affairs in USAID’s Bureau for Latin America and the Caribbean (LAC/Cuba). The EnCompass team is supporting the office in planning, designing, conducting, disseminating, and learning from rigorous monitoring and evaluation of its assistance activities. Throughout the life of the project, the team will support compliance with USAID monitoring, evaluation, and learning (ME&L) requirements to help the LAC/Cuba team and its implementing partners develop and effectively maintain a performance management system. This includes analysis of performance data and context dynamics affecting vulnerable populations. During the second year of implementation, EnCompass will conduct a comprehensive assessment of programs to inform LAC/Cuba’s strategic programming efforts.
