The Center for Digital Development in USAID’s Global Development Lab catalyzes programs and partnerships in digital finance, access to digital- and mobile-based information and services, and the use of digital devices to improve decision making. The Center contracted EnCompass to conduct a performance evaluation of two programs to identify accomplishments, performance issues, lessons learned, and implementation constraints from their inception until February 2017.
The first programs, called Mobile Solutions Technical Assistance and Research (mSTAR), increases availability, access to, and use of mobile solutions by USAID missions, operating units, and stakeholders from civil society and the private sector. The second program, the Global Broadband and Innovations Alliance (GBI Alliance), provides rural connectivity in the developing world and expands the adoption and deployment of innovative, value-added, and scaleable information and communication technology solutions.
The evaluation assisted USAID in planning and designing programs that support digital expansion around the world.
