The USAID Environmental and Social Safeguarding (ES3) Activity is a 5-year OASIS task order focused on enhancing USAID’s capacity to deliver technical assistance, training, and other support for the Agency’s implementation of its environmental and social safeguards across Operating Units and Missions. EnCompass is the capacity strengthening partner within a consortium led by The Cadmus Group. In this role, EnCompass will lead activities related to adult learning, e-platform support, and curriculum development while also supporting training; monitoring, evaluation, and learning (MEL) and gender equality and social inclusion (GESI) in development policies, practices, and integration in the service of technical analysis. This includes defining environmental constraints, assessing and developing mitigation measures to ensure USAID projects have sustainable environmental and social impacts, providing environmental support to disaster assistance programs, implementing environmental monitoring, review, and evaluation. The ES3 activity will continue the support that Cadmus and its partners have provided to USAID since 2005 through earlier projects with the aim of advancing the Environmental and Social Impact Assessment (ESIA) and environmental compliance technical assistance through responsive, efficient, cost-effective, and high-quality execution. The project supports current and future safeguards challenges and opportunities consistent with USAID’s key priorities and policies related to localization; climate; and diversity, equity, inclusion, and accessibility (DEIA); among others.
