In its aim to end global hunger, the World Food Programme (WFP) is striving to plan and commission independent, credible and useful evaluation evidence across the organization. With this in mind, WFP asked EnCompass to co-design and implement a comprehensive learning programme to build the capacity of all of its staff in evaluation principles and management. The Evaluation Learning Programme (EvalPro) targets all staff with the skills and knowledge they require to engage with or manage evaluations. The programme is made up of four online courses offered on WFP’s CrossKnowledge learning portal, each targeting a specific audience within WFP.

Introduction to Evaluation (EvalPro 1). This 30-minute, self-paced online course orients all staff to the evaluation function at WFP, the underlying principles that govern its work, and the contribution of evaluation to achieving WFP’s mission. It comprises a series of short videos and an interactive e-learning course.

Evaluation for Decision Makers (EvalPro 2). This 3.5-hour, self-paced online course helps key decision makers recognize their own role in facilitating an efficient and high-quality evaluation. The course includes readings, videos and open forums that encourage peer-to-peer interaction. 

Supporting a Decentralized Evaluation (EvalPro 3). This 2.5-hour, self-paced online course helps support staff recognize their own role in supporting the successful completion of an evaluation. The course includes readings, videos, polls, open forums that encourage peer-to-peer interaction and graded assignments that stimulate application of concepts to the job.

Managing a Decentralized Evaluation (EvalPro 4). This comprehensive, facilitated blended learning course builds the capacity of Evaluation Managers from Country Offices, Regional Bureaux and Headquarters Divisions to manage evaluations. Participants take the course as they manage an evaluation from beginning to end (approximately 6-8 months), so learning is applied at the moment when they need it. The course begins with an online orientation webinar, followed by two self-paced online modules with facilitator support, an instructor-led face-to-face course, and four more self-paced online modules with facilitator support.

The entire course is co-facilitated by EnCompass and staff from the WFP’s Office of Evaluation who provide feedback on assignments, help with any challenges the participants might be having and offer overall guidance.
