EnCompass designed and facilitated a consultation in Tunisia that brought together 65 people from 11 countries whose proposals had failed to secure HIV funding from the Global Fund. The objective was to ensure that countries are able to develop quality HIV proposals. EnCompass conducted a study to identify key elements hindering successful proposals. The following year, EnCompass assessed how the participants had used what they learned, finding that 75% of the  participants who applied in the next proposal round were successful. Results of this work was presented in a round table at the June 2010 Global Health Conference and as an e-poster at the 2010 International AIDS Conference.
