As the evaluation and technical assistance partner for the Bill & Melinda Gates Foundation-funded Global Libraries program, EnCompass helped explore ways in which libraries, as part of multi-sectoral partnerships, could support quick and efficient delivery of sustainable solutions to development challenges.
The Global Libraries program provides grants to local organizations with the aim of building strong and healthy communities, businesses, and learning environments in developing countries around the world by providing free access to computers and Internet in public libraries. EnCompass provided technical support and evaluation expertise to country grantee teams in Botswana, Colombia, Costa Rica, Jamaica, Moldova, South Africa, and Turkey.
The Beyond Access initiative, funded by the Global Libraries program and implemented by IREX, works to incorporate public libraries into development initiatives through small grants and public-private partnerships in eight countries. EnCompass, working as IREX’s evaluation partner, helped to develop a monitoring and evaluation plan for Beyond Access projects in Bangladesh and Myanmar and supported considering ways in which evaluation data can be used for learning and program improvement.
