EnCompass conducted an evaluation of the Bill & Melinda Gates Foundation’s Maternal Health Task Force (MHTF). MHTF serves as a space for convening, sharing information and knowledge, and developing mechanisms to promote and publicize findings in maternal health innovative models. The EnCompass-led evaluation:

  • Addressed MHTF’s progress, achievements, and challenges over its lifespan
  • Captured the extent to which the MHTF is adding value to the maternal health community at global and country levels, and
  • Explored possible future directions for and structure of the MHTF.

EnCompass used an adaptation of Outcome Mapping as the evaluation framework, and applied a mixed-methods approach to gather and analyze qualitative and quantitative data from the evaluation target group. EnCompass completed 45 semi-structured interviews, an online survey, document review, research review, and secondary data review.

Additionally, EnCompass conducted several specific analyses, including a social network analysis of 33 global and country-level organizations working on maternal health. The results were used to improve performance in the final year of the existing grant and to design the new grant. EnCompass’ recommendations also helped MHTF increase its outreach to the Global South and enhance its online presence.
