EnCompass conducted a strategic evaluation of the African Tobacco Control Consortium (ATCC) grant to the American Cancer Society. The evaluation provided a description of the project’s evolution, assessed the efficacy of the ATCC structure to achieve desired outcomes, and explored alternative strategies for future investments by the Gates Foundation in African civil society efforts in tobacco control.
