New Project: USAID Monitoring, Evaluation, and Learning (MEL) in El Salvador

EnCompass is thrilled to announce that we have been awarded the USAID Monitoring, Evaluation, and Learning in El Salvador platform. Through this 5-year, Eval ME II Task Order, our team will serve to enhance USAID’s regional MEL capacity and evidence base in order to guide activity design; facilitate learning and adaptive management for USAID and its partners; and contribute to achieving the goals and objectives of the bilateral Country Development Cooperation Strategies (CDCSs), Regional Development Cooperation Strategy (RDCS), and the U.S. government’s interagency Root Causes Strategy (RCS) and Collaborative Migration Management Strategy (CMMS).

We look forward to drawing upon our expertise in performance monitoring, impact evaluation, knowledge management and learning, as well as geographic information systems (GIS) and urban hub coordination, and expect that the work done under this contract will play a pivotal role in measuring and understanding the effectiveness and impact of USAID’s programming on the drivers and overall reduction of irregular migration to the United States.

EnCompass currently leads platforms in Senegal, LebanonPeru, and Ukraine. El Salvador’s MEL platform is now our second platform in Latin America and the Caribbean (LAC), and our fifth country-based, Mission-specific MEL platform overall.

This project will continue our longstanding, successful partnership with Management Systems International (MSI​​​​​​​) and together we look forward to collaborating with USAID staff and partners to support the Mission in El Salvador.

Beeta Shadman Tahmassebi, Vice President of Strategic Initiatives, oversees a portfolio of EnCompass projects, including projects related to: Institutional Support Contracting; Innovation and Design; and Organizational Support. In addition, she serves as the Executive Director for the EnCompass Learning Center (ELC), a globally renowned training academy that provides best in class courses on evaluation and leadership development. Ms. Tahmassebi is a seasoned leader with more than 25 years of experience in evaluation, capacity strengthening, communications, and operations management. In addition to her work at EnCompass, she has served on the Boards of Washington Evaluators and the American Evaluation Association. Ms. Tahmassebi holds an MBA from Georgetown University’s McDonough School of Business.
