USAID’s PPL seeks to link policy, planning, learning, evaluation, research, donor coordination, and innovation through science and technology. In collaboration with USAID PPL, EnCompass designed and conducted an evaluative process that explored how well USAID’s Program Cycle has been understood, implemented, supported, and integrated into the organizational culture among missions and in USAID Washington.

EnCompass conducted a mid-term evaluation of LWR’s five-year strategic plan. The team analyzed the effectiveness of implementation and management of the plan, whether the staff embraces the plan, and the extent to which the plan reflects work being done in the field. The evaluation process included a staff survey, interviews, an appreciative workshop and virtual focus groups with field teams, conducted via Adobe Connect. The analysis used outcome mapping to assess LWR’s logic model and the cohesion of various plan components.

A grantee of the National Democratic Institute (NDI), FEFA is an independent, nonpartisan Institution working to ensure that all democratic processes are implemented transparently through networking, citizen participation, and good governance. EnCompass assessed FEFA's program management, administrative and financial capacities, and offered recommendations for future organizational strengthening. EnCompass used an appreciative evaluation process that included individual stakeholder interviews and group visioning discussions.

Panel at Global South-South Development Expo

EnCompass assisted a United Nations agency with its engagement in the Global South-South Development Expo (GSSD) held in Geneva. The GSSD Expo presents successful southern development solutions that address the Millennium Development Goals. EnCompass designed the content and format of the Expo’s first HIV/AIDS Solutions Forum, and wrote a white paper to guide the agency’s strategy for facilitating south-south collaboration.

Attendees at World Bank Retreat

EnCompass designed and facilitated a one-day planning retreat in Washington, D.C., to help the newly formed Disease Control Program develop a shared vision and core services, strengthen cohesion, define internal processes for monitoring its scope of work, and draft work objectives. In consultation with the World Bank, EnCompass also developed a report that captured the key outcomes of the retreat. The report included draft work and operational plans, as well as roles and responsibilities for the program team.

EnCompass supported IRI’s Office of Monitoring and Evaluation (OME) in strengthening its program monitoring and assessment efforts and evaluating strategies for moving forward. Through a desk review of OME’s policies, procedures and monitoring reports, and a series of individual interviews and focus groups with IRI stakeholders, EnCompass evaluated how OME helps its country programs implement M&E, including design, implementation and reporting effectively to donors.

EnCompass supported the launch of a comprehensive strategy to intensify the fight against HIV/AIDS in the workplace throughout World Bank country offices. EnCompass conducted needs assessments, developed a results framework, and promoted learning activities and train-the-trainer workshops in six World Bank regions. EnCompass designed training approaches for World Bank staff in five regions of the world on HIV/AIDS.

EnCompass designs and implements human resource and performance management training for USAID in support of the Human Capital and Talent Management office. EnCompass designs and facilitates workshops, delivers proprietary and customized training, and facilitates a variety of staff developmental activities. In 2016, EnCompass addressed a range of staff performance management needs and developed a suite of six mandatory courses for all USAID supervisors.  Among the standard courses EnCompass implements are:

EnCompass provided support for USAID’s Development Outreach and Communications Officers (DOC) staff in USAID missions charged with communicating the value of U.S. foreign assistance to host-country audiences. The program provided workshops, training materials, and facilitated an exchange of best practices.

Participants in Training

EnCompass designed and delivered a three-day off-site staff training for USAID/Caucasus staff based in Baku for 30 participants. The training’s objective was to address current issues and develop collaborative communication processes. EnCompass conducted group meetings, individual interviews, and a staff survey, and incorporated results into the design of the training.
