The USAID Education Strategy approaches education as both foundational to human development and critically linked to economic growth and democratic governance. Education raises individual incomes and improves health outcomes. Access to education is a crucial precondition to educational impact, but what matters most thereafter is the quality of education. Recognizing these important links to other powerful drivers of development, EnCompass has recently developed a number of resources focused on practical solutions and innovative approaches in education that empower girls and boys to create a better future in all countries.

The International Program for Development Evaluation Training (IPDET) at Carleton University contracted EnCompass to perform a strategic review. This evaluation served as a tool to help IPDET assess the relevance and sustainability of its current program, as well as to inform future strategy so that IPDET will be highly relevant to the needs of its intended audiences, effective in its delivery, and competitive in terms of its pricing. This evaluation used an iterative method of data collection through document review, semi-structured interviews, online surveys, and landscape analysis.

EnCompass and ADVANTAGE consortia partner Cardno designed and wrote two sector-specific GBV Resource Guides for USAID staff: one focused on the Education sector, including school-related GBV; and, the other focused on the Energy and Infrastructure sector. Under subcontract to Business Community Synergies, EnCompass designed and facilitated a five-day training course for USAID Education Sector staff in effectively implementing new USAID policies and a new program design cycle.  Sessions were interactive and included a simulation, small group strategy huddles, best practice case studies, and an appreciative exploration of participants’ own experiences.  The community of practice that followed the course included targeted virtual sessions, as well as custom-design performance support tools.

EnCompass worked to improve the evidence base for community school-based education in Zambia in order to ultimately improve early grade literacy. EnCompass built evaluation and research capacity of Zambian institutions, including the Ministry of Education, Science, Vocational Training and Early Education, Examinations Council of Zambia and institutions of higher learning, conducts evaluation and research, and provides technical expertise. EnCompass implemented baseline, midline, endline and two performance evaluations, and conducted case study research.

Botswana Youth

EnCompass provided technical assistance to the Government of Botswana’s Ministry of Education and Skills Development to support the implementation of a curriculum to build life skills for school-going youth. The curriculum, Living Skills for Life: Botswana’s Window of Hope, is part of a major HIV prevention effort that targets every primary and secondary school student in the country.
