We are thrilled to announce that Carrie Conway, our new Vice President of Technical Assistance & Evaluation, has officially joined EnCompass!

Carrie is responsible for leading our portfolio of monitoring, evaluation, and learning (MEL) work, and deepening the company’s footprint in program implementation across multiple development sectors. She brings 21 years of international development experience to EnCompass, with country-based experience, home office senior management, and broad technical expertise in countering violent extremism, conflict mitigation, stabilization, education, governance, and counter-trafficking.

During her time at Oxfam America, ARD (Tetra Tech), AECOM, Chemonics, and Resonance Global, Carrie worked in more than 30 countries, including Cambodia, Sudan, and Timor-Leste. Most recently, Carrie had a key role in leading the growth at Resonance, where she opened the company’s DC office and grew it to 30 staff members in four years, and achieved “exceptional” contractor performance ratings from USAID, and managed organizational change through a major shift in Resonance’s business model. During this time, she also led and won five IDIQ contracts with USAID.

Carrie’s experience in global business operations, management of in-country projects and entrepreneurial drive that will enhance EnCompass’ ability to deliver with excellence and lead from strengths.
