Sebastian Lemire

Sebastian Lemire has more than 15 years of experience designing and managing evaluations in the fields of education, market development, and social welfare. His evaluation experience spans across national and international settings. At Abt Associates, his work focuses on design and implementation of evidence reviews in the area of education. His professional interests center on theory-based evaluation, alternative approaches to impact evaluation, evidence reviews and meta-analysis, and strategies for developing and testing program theories. He has published on these topics, among others, in the American Educational Research Journal, American Journal of Evaluation, Evaluation, New Directions of Evaluation, the Canadian Journal of Program Evaluation, and the Policy Studies Journal. Over the past 10 years, Sebastian has taught courses and workshops on evaluation theory, evaluation design and implementation, social research methods, contribution analysis, and theory of change development. He currently serves as Associate Editor of the American Journal of Evaluation and on the Editorial Advisory Board of Evaluation. Sebastian holds a PhD in evaluation from the University of California, Los Angeles, and an MSc in social research methods from the London School of Economics.
