Rahel Kahlert

Rahel Kahlert, PhD, is an evaluator, trainer, and community builder with 20 years of experience leading international evaluation projects in education, health, criminal justice, and social services.Dr. Kahlert is the cofounder and co-chair of the Vienna Evaluation Network, a professional evaluation platform to disseminate evaluation experience and knowledge in Austria and internationally.

Dr. Kahlert is currently the evaluation lead at the UN-affiliated European Centre for Social Welfare Policy and Research, performing evaluation trainings and directing evaluations in integrated case management, drug prevention, and social services for vulnerable groups. Currently, Dr. Kahlert also is an evaluation expert consultant with the Organization for Security and Co-operation in Europe.

Previously, Dr. Kahlert codirected the Ludwig Boltzmann Institute for Health Promotion Research, guiding evaluations of health and social inclusion in institutions. From 2001 to 2013, Dr. Kahlert held several evaluation positions at the University of Texas at Austin, such as evaluating education programs at the Charles A. Dana Center.

Dr. Kahlert holds a PhD in Public Policy from the University of Texas at Austin, with a focus on evaluation methodologies to evaluate impact in health and education. Dr. Kahlert is experienced in theory-driven evaluation, indicator development, mixed-methods approaches, evidence-based policy making, financial analysis, and stakeholder inclusion.
