The Monitoring and Evaluation to Assess and Use Results (MEASURE) Evaluation Phase IV project is the USAID Bureau for Global Health’s flagship mechanism for strengthening health information systems in more than 30 developing countries. USAID/Washington contracted EnCompass to conduct a midterm performance evaluation of MEASURE Evaluation to examine how effective the project has been in meeting key stakeholders’ needs.
This special study for Save the Children’s Saving Newborn Lives (SNL) program provided an opportunity to return to two countries, Indonesia and Mali, four years after SNL ended its in-country activities. The study has three components: two case studies which investigate what has happened to the momentum for and institutionalization of newborn health in Indonesia and Mali, and a synthesis report that draws lessons from the two case studies.
EnCompass conducted an assessment of the Trans-Sahara Counter-terrorism Partnership (TSCTP) in Mali to gain a better understanding of what has worked in Mali to mitigate support for violent extremism. Through a desk review and extensive fieldwork, EnCompass assessed the current TSCTP program, and provided recommendations to target, reinforce, and replicate the best practices by using community-based, youth-based, and media outreach efforts.
