Monitoring and Evaluation Services IDIQ

Description: Through this indefinite delivery, indefinite quantity (IDIQ) contract, EnCompass provides technical and advisory services for evaluation, evaluation capacity building, and performance monitoring at mission, bureau, and agency-wide levels.

To support this IDIQ, the EnCompass team brings deep evaluation expertise in democracy and governance, agriculture, gender, education, and health. We are poised to:

  • Plan and conduct performance and impact evaluations, using quantitative and qualitative methods
  • Develop evaluation training and guidance
  • Engage in performance monitoring
  • Provide performance monitoring technical assistance and capacity building
  • Synthesize performance monitoring and evaluation lessons
  • Analyze policy

Integrated Health Systems IDIQ

Description: The IHS IDIQ supports USAID’s Bureau for Global Health, other bureaus, and USAID Missions in planning and implementing health system strengthening programs with the overall goal of improving health and transitioning capacity to local partners. The mechanism enhances USAID’s ability to implement health programs globally through the achievement of improved health systems performance. There are four main objectives:

  • Increased financial protection
  • Increased coverage to all populations
  • Increased quality of essential health services
  • Improved responsiveness

Famine Early Warning Systems Network (FEWS NET) 7

Description: Through this indefinite delivery, indefinite quantity (IDIQ) contract, EnCompass provides technical and advisory services for evaluation, evaluation capacity building, and performance monitoring at mission, bureau, and agency-wide levels.

  • Deliver early warning to the U.S. Government and partners on the locations, causes, and magnitude of current and future food insecurity
  • Improve the quality and timeliness of information and analysis useful for achieving sustainable food security
  • Strengthen sustainable and innovative local, national, regional, and international capabilities to understand and appropriately address current, recurrent, and chronic food insecurity

Worldwide Training

DescriptionEnCompass provides training and facilitation, curriculum development, e-learning design, and analytical services to USAID staff through an integrated core suite of training courses. The courses build USAID staff’s skills and knowledge in strategic planning, budgeting, procurement, program and project management, and monitoring and evaluation. Illustrative courses:

  • Introduction to Program Cycle, formerly known as Programming Foreign Assistance
  • Project Design and Management
  • Acquisition and Assistance Management for Contracting/Agreement Officer’s Representatives
  • Advanced Project Design

Our team delivers these courses dozens of times per year at locations around the world to help USAID staff understand the agency’s organizational structure, internal processes, and resources and skills needed to fulfill the agency’s mission and achieve development outcomes. Energy II IDIQ

DescriptionDescription: The Energy II IDIQ aims to address the global demand for and use of modern energy services by fostering sustainable energy development. Work under this contract includes technical assistance and capacity building to manage the multifaceted elements of improved energy sector performance and a stronger enabling environment for private sector investment—legal, regulatory, policy, governance, operational, and other components. EnCompass is lending its expertise in gender equality and social inclusion through technical support for these efforts as a subcontractor to DT Global, Inc.

Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) Learning and Development (LeaD) IDIQ

Description: The AWE Program provides technical assistance to USAID missions and implementing partners to increase women’s participation, productivity, profit, and benefit along agricultural value chains in Feed the Future target countries.

U.S. President’s Malaria Initiative, VectorLink

Description: EnCompass provides technical assistance to develop capacity assessment tools and country-specific capacity building plans, activities, and materials related to vector control strategies, such as indoor residual spraying (IRS) and insecticide-treated bed nets. EnCompass is also integrating gender by contributing to a project-wide gender integration policy and principles, including gender equity messaging for vector control training materials. EnCompass delivers these services for a consortium led by Abt Associates.

EnCompass is poised to deliver:

  • Training plans, curriculum, and materials to strengthen vector control interventions
  • Assistance in conducting local government training programs
  • Capacity assessment tools and assistance with documenting and analyzing activities
  • A project-wide gender integration strategy
  • Training design and delivery on gender integration in the context of vector control activities for project staff and local government
  • Strategies to ensure the protection of women who participate in vector control activities
  • Gender integration assessment tools and evaluations before and after vector control interventions to collect evidence for continually improving gender equality

Description: EnCompass provides monitoring and evaluation services, including design and implementation of qualitative and quantitative evaluations, performance monitoring, development of performance management materials, training design and delivery, development of work aids, and general technical assistance. U.S. Department of State, Office to Monitor and Combat Trafficking in Persons (J/TIP) BPA
