Celebrating the Launch of USAID’s 2023 Gender Policy

EnCompass LLC is delighted to celebrate the launch of USAID’s 2023 Gender Equality and Women’s Empowerment Policy (Gender Policy) which lays out the vision for USAID’s work to advance gender equality and women’s empowerment around the world. We are proud of all that our Designing Effective eVidence-Based Engagement and Learning for Organizational Performance (DEVELOP) team has done to support the consultations, text revisions, and design principles that led to this policy and have been honored to be a part of this incredible effort.

EnCompass has been working with the Gender Equality and Women’s Empowerment Hub (GenDev) since 2014, operationalizing USAID’s Gender Policy by designing and delivering a suite of gender training courses. These include Achieving Development Outcomes through Gender Integration, Preventing and Responding to Gender-Based Violence Across USAID Sectors, the Advanced Gender Integration and Leadership (AGILE) course, and a unique course for implementing partners. Each course features an action learning or capstone component, to ensure that the critical topics addressed are meaningfully integrated in participants’ Offices or Missions—further supporting the advancement of gender equality and women’s empowerment in USAID programs and activities. We were thrilled to see the recent release of the newest Gender 101 course, which we designed with GenDev, working in partnership with subject-matter experts and Gender Advisors throughout the Agency. This new course is now required learning for all Agency staff, per the new Gender Policy.

In Gender 101, participants embark on an interactive learning journey, guided by several USAID Gender Advisors, to explore opportunities and best practices for operationalizing the new Gender Policy through their work. Those who are interested can take the course, which is publicly available on USAID.gov.

EnCompass brings a deep commitment to gender equality and women’s empowerment to its work throughout the Agency. We are excited to bring our best to operationalizing this new policy.

Kathy Callahan

Vice President, Learning & Leadership Development

Kathy Callahan, Vice President for Learning and Leadership Development at EnCompass, is a leader in experiential learning, blended learning, and the intersection between learning and technology. She brings over 20 years of experience in international development at the local, regional, and global levels and has led large-scale learning initiatives for numerous international organizations. Ms. Callahan is an expert learning designer and facilitator who specializes in developing participatory learning experiences that honor adult learning principles and incorporate innovative methodologies. She has a great gift for transforming assessment data into engaging, results-focused learning designs, and her courses consistently earn the highest scores in participant evaluations, including an outstanding record of learning outcomes at Kirkpatrick Level 3. Ms. Callahan is certified in the design, facilitation, and evaluation of virtual instructor-led training (vILT), and has led EnCompass’ work in vILT and blended learning. She and her team have worked with numerous clients to transform face-to-face courses into blended learning programs. These courses engage participants from where they sit using spaced, just-in-time learning approaches. Ms. Callahan brings many best practices in connecting highly-dispersed staff through engaging, truly participatory virtual sessions or webinars. Ms. Callahan has worked with WFP in the design and delivery of its flagship Programme Learning Journey courses, and presented those innovative courses with WFP at the global Learning Solutions Conference. She has worked with UNAIDS in the design and delivery of its award-winning Mentoring Programme for Women and in its HIV Prevention Leadership initiative. As part of her work with UNAIDS, Ms. Callahan presented a session at the International AIDS Conference in Vienna, Austria. She worked with UN Cares on its UN for All programme, which won an Innovation Award at the UN Career Roundtable. Ms. Callahan has also worked with UN Secretariat, FAO, OCHA, IOM, UNHCR, UNICEF, Demographic Health Surveys (DHS), Peace Corps, and other organizations on numerous learning and leadership initiatives. She designed and delivered many workshops for the World Bank, including its HIV in the Workplace programme. Ms. Callahan’s specialties include a robust focus on gender. She is the designer and frequent facilitator of USAID’s suite of gender courses, including Achieving Development Outcomes through Gender Integration and Preventing and Responding to Gender-Based Violence through USAID Sectors. She has most recently designed and delivered a blended learning gender integration course for the U.S. Department of State. Ms. Callahan has written numerous training manuals including the U.S. Peace Corps’ Life Skills Manual, which was chosen as a UNESCO Best Practices publication. Ms. Callahan holds an MA in Sociology, International Training and Education from The American University.
