Learning and Capacity Strengthening Advisor
Julius Lukwago is EnCompass’ Learning and Capacity Strengthening Advisor for the USAID/Uganda Maternal Child Health and Nutrition Activity. Mr. Lukwago is a project management and capacity strengthening expert with 13 years of experience managing, designing, and implementing a portfolio of activities for district governments, ministries, and other agencies in Uganda. He has a strong background in assessment of training and professional development needs and using participatory frameworks and processes to design customized interventions. His experience includes implementing capacity strengthening projects in education and public health, including the Aflatoun child social and financial literacy program, supported by Child Savings International, and a UNICEF-sponsored maternal and child health and community medicine distribution initiative. He also participated in the design, development, and rollout of training for universal and school-based campaigns for the distribution and use of long-lasting insecticide-treated nets for malaria prevention, sponsored by the Ministry of Health (for the universal coverage campaign) and Malaria Consortium Uganda (for the school-based campaign).
Mr. Lukwago is an accredited Regional Master Trainer in Financial Literacy (Child Savings International). He has a Master’s degree in Management Studies (Project Planning and Management) and Postgraduate Diplomas in Monitoring and Evaluation and Project Planning and Management from Uganda Management Institute. He also has a Bachelor of Arts with Education from Makerere University.
