Julie Barton, Director of Business Management for the Technical Assistance and Evaluation practice area at EnCompass, is an experienced development professional who has managed complex donor-funded contracts, cooperative agreements, and grants with diverse teams for over 17 years, including 6 years living and working in Ecuador, Guinea, South Africa, and Venezuela. Before joining EnCompass, she oversaw financial performance, compliance, technical support, staffing, and performance issues for an $82 million portfolio of USAID, USDOL, and private sector-funded programs and teams in the U.S. office and field-based staff in offices across Asia, Latin America, and Sub-Saharan Africa. Her technical expertise is in education, child labor, and youth livelihoods and she has directly engaged officials at U.S. government missions and embassies, foreign ministries, corporate donors, local nongovernmental organization staff, teachers, and community leaders, to address issues of educational access and quality, women’s empowerment, child protection, and youth development. She holds an MSc in International Community Economic Development and speaks French and Spanish.
