Anna Kinzer
Monitoring & Evaluation Specialist
Anna Kinzer is a Monitoring and Evaluation Specialist. She has experience in project management, business development, and activities across the monitoring and evaluation landscape, including theory of change, results framework design, outcome harvesting, primary data collection, and qualitative data analysis. Prior to joining EnCompass, she served as a Monitoring and Evaluation/Program Officer for Latin America and the Caribbean at the National Democratic Institute. In this role, Ms. Kinzer designed and managed democracy strengthening programs across Latin American. These programs focused on citizen participation, legislative strengthening, electoral integrity, peace and democratic resilience, and women’s political participation. She also served as a Teaching Fellow in Colombia, where she worked with local educators to develop after-school educational leadership programs for primary school students. Previously, Ms. Kinzer supported the public opinion research department at Ipsos Argentina, where she conducted data analysis and contributed to the development of survey design.
Ms. Kinzer holds a Bachelors of Arts in International Development and Political Science from McGill University in Montreal, Quebec. She speaks fluent French, English, and Spanish.
