EnCompass provides technical assistance and planning services for the International Labor Affairs Bureau (ILAB) as it hosts policy, research, and planning meetings abroad and in the United States. Ranging in size from 40 to 80 participants each, the events are opportunities to share common knowledge, lessons learned, and good practices to support USDOL’s approach to child labor elimination projects.  As part of this work, EnCompass developed two reports on inclusive growth through social protection within Asia-Pacific Economic Cooperation (APEC)member nations. The resulting reports also incorporated best practices from APEC member economy governments, synthesized results from case studies and survey questionnaires, and provided recommendations and next steps.

Under a five-year contract with USAID, EnCompass manages the Global Health Professional and Organizational Development (GHPOD) II program. GHPOD’s role is to provide professional and organizational development support to USAID’s health sector staff around the world to building their capacity to lead and manage health programs. Through the GHPOD mechanism, EnCompass provides a variety training and learning programs to build capacity in technical areas, program management, leadership, personal and team effectiveness, retreats and strategic meetings, and staff performance management. Each year GHPOD II designs and delivers as many as 45 professional development programs and 50 OD interventions, and provides coaching to about 60 USAID global health professionals.

Through the ADVANTAGE IDIQ, EnCompass was engaged by USAID to design a course on how to integrate GBV into USAID programming activities. The course, Integrating Gender-Based Violence Prevention and Response across Sectors, is a blended program that engages participants at intervals over a 4-month period. The training includes virtual and face-to-face components, as well as practicum activities and a mentoring program. For the USAID Missions in Pakistan and Afghanistan, EnCompass is providing training and technical support to help integrate USAID gender policy into programs and into all elements of the program cycle. Technical assistance includes conducting gender analysis and incorporating findings of gender analyses into solicitations, as well as project designs, performance management plans, and evaluations.

As part of the program to monitor USAID activities in northern Afghanistan, EnCompass is subcontracting to MSI to provide technical assistance on gender sensitive monitoring and verification tools as well as designing and delivering training to local partners on the USAID gender policy requirements. EnCompass conducted an analysis of implementing partners’ knowledge of USAID policy and conducted a training for staff and data collectors to prepare for gender sensitive monitoring and verification processes.

In 2001, UNAIDS was mandated by the United Nations General Assembly to support countries in monitoring progress in the Global AIDS Response and to report back on progress to the General Assembly. Progress has been measured against a set of 2010 and 2015 targets, based on a global monitoring framework which draws on a global indicator set.

A new goal to end the AIDS epidemic was adopted in 2014 and requires a new global monitoring framework for HIV and AIDS in order to ensure continuing relevance and usefulness of the data. Under the USAID ADVANTAGE IDIQ, EnCompass and consortia partner Counterpart International worked with USAID/Honduras to produce an in-depth analysis of GBV issues to inform the Mission’s development objective of increasing citizen security for vulnerable populations in urban, high-crime areas.  EnCompass conducted primary research in the field, including survey research, focus groups, and individual interviews to identify and analyze the most common forms, incidences, and causes of GBV in target communities, with a focus on school-based GBV. The Mission has used the study findings to develop new violence-mitigation programming in the five cities with the highest homicide rates.

EnCompass serves in Gender and Quality Improvement advisor roles for the AIDSFree project, which aims to improve the effectiveness of high-impact, evidence-based HIV interventions, and accelerate the speed with which these interventions are brought to scale at the country-level. EnCompass provides capacity development and technical support to USAID missions, host-country governments, and HIV/AIDS implementers as a subcontractor to John Snow, Inc. Operating at the local, regional, and national levels, this project builds upon the accomplishments of USAID’s predecessor project, AIDSTAR-ONE.
