As a subcontractor to Social Impact, EnCompass is supporting activities to integrate gender issues into design, planning, implementation, and evaluation of Mission activities. Support has included developing gender resources -- a gender compliance toolkit, “How To” Guides for USAID staff and implementing partners on how to use the toolkit, a gender compliance training for USAID staff and implementing partners, and a gender guide for agriculture value chain. EnCompass provides regular gender reviews of evaluation plans and tools for Mission programs and implementing partner projects.

Through the ADVANTAGE IDIQ, EnCompass was engaged by USAID to design a course on how to integrate GBV into USAID programming activities. The course, Integrating Gender-Based Violence Prevention and Response across Sectors, is a blended program that engages participants at intervals over a 4-month period. The training includes virtual and face-to-face components, as well as practicum activities and a mentoring program. Through the ADVANTAGE IDIQ, EnCompass was engaged by USAID to redesign its staff training course on USAID gender policy and how to integrate gender into development programming. The new course, Achieving Development Outcomes Through Gender Integration, is a blended program that engages participants at intervals over a 4-month period. The training includes virtual and face-to-face components, as well as practicum activities and a mentoring program. The curriculum was designed based on an in-depth learning analysis of the previous program and the needs of USAID staff. Program participants form a community of practice to provide ongoing support. EnCompass trainers deliver the course in Missions...

For the USAID Missions in Pakistan and Afghanistan, EnCompass is providing training and technical support to help integrate USAID gender policy into programs and into all elements of the program cycle. Technical assistance includes conducting gender analysis and incorporating findings of gender analyses into solicitations, as well as project designs, performance management plans, and evaluations. ADVANTAGE partner MSI is a subcontractor on this project.

As part of the program to monitor USAID activities in northern Afghanistan, EnCompass is subcontracting to MSI to provide technical assistance on gender sensitive monitoring and verification tools as well as designing and delivering training to local partners on the USAID gender policy requirements. We conducted an analysis of implementing partners’ knowledge of USAID policy and conducted a training for staff and data collectors to prepare for gender sensitive monitoring and verification processes.

Through the ADVANTAGE IDIQ, EnCompass conducted an assessment of the extent to which the USAID Gender Equality and Female Empowerment Policy has been implemented in USAID programs. The evaluation team identified successes and challenges encountered in implementing the Policy, gathered information about the impact of the Policy on USAID’s programming and development results, and identified gaps and lessons learned. Methods included semi-structured individual and group interviews, participatory group discussions in Washington, D.C. and at three missions (Colombia, Regional Development Mission for Asia, and Rwanda), and an online survey. Under the USAID ADVANTAGE IDIQ contract, EnCompass and consortia partner Counterpart International worked with USAID/Honduras to produce an in-depth analysis of GBV issues to inform the Mission’s development objective of increasing citizen security for vulnerable populations in urban, high-crime areas.  EnCompass conducted primary research in the field, including survey research, focus groups, and individual interviews to identify and analyze the most common forms, incidences, and causes of GBV in target communities, with a focus on school-based GBV. The Mission has used the study findings to develop new violence-mitigation programming in the five cities with the highest homicide rates.

Under the ADVANTAGE IDIQ, EnCompass is co-facilitating a series of deliveries of the Operationalizing the USAID Gender Policy and ADS 205 Course, a skills-based, practical training providing USAID staff with guidance, and tools on how to implement the USAID GEFE Policy and how to integrate gender throughout the Agency’s core development programming. After these deliveries, EnCompass will design and adapt the content of the ADS 205 course into a Training of Trainers (TOT) workshop and electronic toolkit to effectively communicate GEFE Policy and ADS 205 requirements to implementing partners. EnCompass designed and delivered a virtual mentoring program for women leaders at UNAIDS, the first in the UN System. The UNAIDS Mentoring Programme for Women was comprised of six, 2-hour sessions for mentors and mentees and a coaching component to ensure that mentors have support for particularly challenging mentee situations. Program topics included: best practices in mentoring, including effective feedback, powerful questioning; roles and responsibilities as a mentor and mentee, goal setting, unique areas of development for female professionals, “sticky floors”—self-limiting beliefs and behaviors that keep female professionals “stuck” in technical or managerial roles.
