EnCompass worked with Oceana, the largest international advocacy organization focused on ocean conservation, as the DC-based NGO’s learning and development partner. Having experienced enormous growth in the last 3 years, Oceana has 16 offices in North America, Central America, South America, Europe and Asia. Beginning in 2015, EnCompass was hired to work with Oceana leadership to develop a learning and development framework to guide on-boarding of staff and a full year of development for new staff, with the goal of creating a “One Oceana” culture throughout the growing organization. EnCompass is helping USAID build the capacity of host country systems to improve the effectiveness, efficiency, client-centeredness, safety, accessibility, and equity of the health services they provide through ASSIST. The project also seeks to generate new knowledge to increase the effectiveness and efficiency of applying improvement methods in low- and middle-income countries.

EnCompass activities include: qualitative research; implementing evaluation and evaluation capacity building; providing technical assistance related to human resource development and HIV/AIDS; developing eLearning modules; facilitating strategic planning and team building activities; and performing cost-effective analyses.

EnCompass is conducting a two-part evaluation of the U.S. State Department’s Bureau of Democracy, Human Rights, and Labor (DRL) Global Equality Fund and the Dignity for All: LGBTI Assistance Program. Launched in 2011, The Global Equality Fund administers Dignity for All, which provides emergency assistance for LGBTI activists. The Fund also administers grants and engages in other efforts to support the LGBTI community, engaging in 80 programs in over 50 countries around the world. The evaluation will be used to develop a change model for the Fund, and enable DRL to measure progress in LGBTI human rights support. The mixed-methods approach includes interviews, focus group discussions, document reviews, and workshops, among other activities.

EnCompass serves as gender advisor in a consortium, led by Pathfinder International, implementing USAID’s TRANSFORM/Primary Health Care (PHC) project in Ethiopia. The consortium will work with USAID/Ethiopia and the Ethiopian Ministry of Health to advance gender equality and end preventable child and maternal deaths in four of the most populous regions in Ethiopia. EnCompass also provides assistance in capacity building and quality improvement initiatives in this role. 

In Year 1, the team will work with the Ministry of Health to conduct a gender analysis that will lay the foundation for a TRANSFORM/PHC Gender Strategy to guide the project’s gender activities.

The Evaluators’ Institute (TEI) has been a leading provider of professional training for evaluation capacity building for more than 20 years. In 2016, EnCompass officially took over management of all operations, including the planning and delivery of multiple training conferences per year. Through TEI, EnCompass offers evaluation professionals training at all levels and all steps of the evaluation process, from the inception of a project through implementation and the delivery of findings to maximize use and impact. Participants can combine TEI trainings for professional evaluation certification at the beginner, intermediate, and master evaluator levels.

Under a five-year contract with USAID, EnCompass manages the Global Health Professional and Organizational Development (GHPOD) II program. GHPOD’s role is to provide professional and organizational development support to USAID’s health sector staff around the world to building their capacity to lead and manage health programs. Through the GHPOD mechanism, EnCompass provides a variety training and learning programs to build capacity in technical areas, program management, leadership, personal and team effectiveness, retreats and strategic meetings, and staff performance management. Each year GHPOD II designs and delivers as many as 45 professional development programs and 50 OD interventions, and provides coaching to about 60 USAID global health professionals.

The Center for Digital Development (CDD) team at USAID catalyzes programs and partnerships in digital finance, access to digital- and mobile-based information and services, and the use of digital devices to improve decision making. CDD contracted EnCompass to conduct a performance evaluation of two of their programs to identify accomplishments, performance issues, lessons learned, and implementation constraints from their inception until February 2017.

Through the ADVANTAGE IDIQ, EnCompass was engaged by USAID to design a course on how to integrate GBV into USAID programming activities. The course, Integrating Gender-Based Violence Prevention and Response across Sectors, is a blended program that engages participants at intervals over a 4-month period. The training includes virtual and face-to-face components, as well as practicum activities and a mentoring program. For the USAID Missions in Pakistan and Afghanistan, EnCompass is providing training and technical support to help integrate USAID gender policy into programs and into all elements of the program cycle. Technical assistance includes conducting gender analysis and incorporating findings of gender analyses into solicitations, as well as project designs, performance management plans, and evaluations.
